Cant host servers :x :x

I port forwarded and still cant host a server its a pain. how can i fix this bull .

I don't actually know.

Since usgn came up again my IP address is still red and i haven't done anything to my router or firewall.

Maybe its bcuz the servers limit is changed to 150 and we cant host cuz maybe its full.

If its not that I have no idea whats going on then.

I port forwarded 36963 (And I know how to) on to my router.

Let 36963 port pass through my firewall in inbound rules and outbound rules.

It keeps saying that my server is "Ping Timeout" When I view it on CS2D Viewer. (Downloadable at CS2D.com)

Im Getting tired trying everything to let 36963 pass through.

Anyone have an idea on whats going on?
